The Federal Government and Lagos State Government have strengthened their partnership on flood control, water supply and sanitation to tackle growing environmental challenges in Lagos State.
The commitment was made when the Minister of Water Resources and Sanitation, Joseph Utsev, paid a courtesy visit to Lagos State Governor, Babajide Sanwo-Olu, at Lagos House, Marina, on Thursday.

Why Lagos Is at High Risk of Flooding in 2026
According to the Nigeria Hydrological Services Agency, NIHSA, Lagos is among 33 states at high risk of flooding in 2026.
Utsev cited the NIHSA Annual Flood Outlook 2026 report, which flagged Lagos as a major flood-prone state. He said the warning requires proactive planning, early warning systems and stronger collaboration between federal and state governments.
The minister explained that flooding in Lagos has worsened due to:
• Coastal location and rising sea levels
• Rapid urbanisation and poor urban planning
• Climate change and heavier rainfall
• Inadequate drainage infrastructure Federal Government's Flood Resilience Plan for Lagos
Utsev said the Federal Government is ready to work closely with Lagos State to strengthen flood resilience across the state.
The plan will focus on integrated water resources management, improved drainage infrastructure, nature-based solutions, effective urban planning and enhanced institutional coordination.
He also announced that the Federal Government has launched two new systems to improve emergency response:
National Flood Intelligence Monitoring System and Multi-Hazard Flood Early Warning System to improve flood forecasting and early warning delivery in Lagos and other high-risk states.
Lagos Joins National Water Supply and Sanitation Program
The minister welcomed Lagos State's interest in joining the Sustainable Urban and Rural Water Supply, Sanitation and Hygiene program, SURWASH. He described SURWASH as a strategic platform for improving water supply and sanitation services in Lagos.
Responding, Governor Sanwo-Olu welcomed the federal support and said Lagos remains vulnerable to climate-related flooding. He called for sustained collaboration between the Federal and State Governments to implement practical and sustainable measures to mitigate climate change impacts.
