FIFA rule changes eliminate Turkey and Haiti from the tournament

 



Türkiye (Turkey) and Haiti have been eliminated from the 2026 FIFA World Cup due to a landmark change making head-to-head records the primary tiebreaker instead of overall group goal difference.This is the first time in World Cup history that FIFA has prioritized head-to-head results to separate teams tied on points in the group stage. This shift aligns FIFA with UEFA's tournament standards.


Why the Rule Eliminated Both Teams Under the new 48-team tournament format, the top two teams from each group and the eight best third-placed teams advance to the Round of 32. After losing their first two group matches, both nations are locked out of advancing:Türkiye (Group D): Following a 2-0 loss to Australia and a 1-0 defeat against Paraguay, Türkiye sits at 0 points. Even if they win their final group match against the USA to reach 3 points, they cannot finish higher than fourth because they lost the direct head-to-head matches against the other 3-point contenders (Australia and Paraguay).Haiti (Group C): After losing 1-0 to Scotland and 3-0 to Brazil, Haiti is stuck at 0 points. Because they lost their direct match to third-placed Scotland, it is mathematically impossible for them to surpass them or qualify as a top third-placed team.


The 2026 Tiebreaker HierarchyIf teams finish equal on points after all three group games, FIFA now applies these steps:Head-to-head points gained in matches between the tied teams.Head-to-head goal difference between the tied teams.Head-to-head goals scored between the tied teams.Overall goal difference across all group matches (previously the first step).Other Major 2026 Rule Changes.  The International Football Association Board (IFAB) also implemented several other highly publicised anti-time-wasting and conduct rules for this tournament: 


Mouth-Covering Ban: Players receive a straight red card if they cover their mouth while confronting an opponent or official. Paraguay's Miguel Almirón became the first player sent off under this rule during their match against Türkiye.5-Second. 


Countdown: 

Referees use a visible hand countdown for throw-ins and goal kicks. Exceeding it results in a turnover or an opposing corner kick.10-Second Substitutions: Replaced players must exit within 10 seconds via the nearest boundary line. If they delay, the incoming sub faces a mandatory 1-minute entry ban, forcing the team to temporarily play with 10 men.
