Nigeria's public service has been grounded this morning. Workers under the Joint National Public Service Negotiable ating Council (JNPSNC) have commenced a three-day nationwide warning strike today, Friday, October 2, 2026. 2a53


The action will run from midnight on Friday, October 2, to Sunday, October 4, 2026, after government failed to respond to demands sent directly to President Bola Tinubu. 0fadf4be


What Happened?

In a formal circular issued on 1st October 2026, signed by JNPSNC National Secretary Olowoyo Gbenga, the council explained that members had no choice but to take action. 0fad


The circular said the decision followed the Federal Government's failure to address requests previously submitted to President Bola Tinubu in a letter dated September 21, 2026. 


The directive was clear:

“The strike shall start with effect from Friday, 2nd October, 2026, to Sunday, October 4th, 2026.” 

The council directed its national and state leaders to mobilise workers for the industrial action and said all public servants in federal, state and local governments are to join because "an injury to one is an injury to all."

As of filing yesterday, efforts to get a reaction from the Ministry of Labour failed.


Who is JNPSNC?

The JNPSNC is the negotiating umbrella for public sector unions, made up of eight public sector unions. It represents workers in Ministries, Departments and Agencies (MDAs) across the three tiers of government.  The Nigeria Labour Congress (NLC) has backed the JNPSNC action. 


The 3 Core Demands

The council's demands include a petrol price cut to N500 per litre, an immediate wage award, and a new national minimum wage negotiation.


Here is the breakdown:

1. Petrol to N500 per litre

The council wants the pump price of petrol cut to N500 per litre. This was first demanded in their September 21 letter to Tinubu demanding that the price of petrol be slashed to N500.


2. Immediate Wage Award

An immediate wage award for workers to cushion hardship. Workers say they are facing worsening economic and mental hardship and that economic and mental hardships are becoming unbearable. 


3. New Minimum Wage Ahead of 2027

Establishment of a tripartite committee to negotiate a new national minimum wage ahead of 2027. According to Blueprint report, the demand includes commencement of negotiations for a minimum wage of not less than N500,000 from 2027, among several others. 


Timeline: How We Got Here

Sept 21, 2026: JNPSNC writes to President Tinubu with demands.

Sept 29: Leaders warn that should the issues of fuel pump prices and the wage award not be addressed by September 30, especially during the Independence anniversary speech, they would commence a warning strike beginning October 2. 80d7

Sept 30: Deadline expires. The council said the strike followed the expiration of its September 30 deadline.

Oct 1: President Tinubu in his 66th Independence address says emergency treatment of the economy is over and next focus is cost of living, but union says speech failed to address their demands. The Union had called on President Tinubu to address their demands in his Independence anniversary speech, or else public servants nationwide would commence a three-day warning strike. Their specific demands include a reduction in petrol price, payment of the wage award, and commencement of 2027 minimum wage negotiations.

Oct 1 evening: Circular dated October 1, signed by Olowoyo Gbenga, declares strike. 

Oct 2 midnight: Strike commences.


What Will Be Affected?

If fully complied with, expect:

Federal, State and Local Government secretariats shut

MDAs, public hospitals (admin), public schools (admin) operating with skeleton staff

Delays in passport offices, licensing, court registries, and other public services

In Lagos, the state secretariat at Alausa, LGA offices, and federal offices in Ikoyi are likely to see low turnout.

This is a warning strike - 3 days to force negotiation. If unresolved, unions have hinted at an indefinite action.


Why This Matters Now

This strike is coming just 24 hours after Independence Day, at a time when inflation, transport costs and fuel prices have eroded purchasing power. The JNPSNC frames it as a survival issue, not just a wage issue.


For the government, it puts pressure right after Tinubu's promise to bring down cost of living.

Employers should anticipate lateness for staff who need to sort personal documents.


What Happens Next?

All eyes are on the Presidency and the Ministry of Labour for a counter-offer  Sunday. If a tripartite committee is announced or a wage award is approved, the strike could be suspended. If not, expect NLC/TUC joint statements and possible escalation.
